Civil Military ATM Coordination Tool - CIMACT

Comprehensive situational awareness through combining data sources

The Civil Military ATM Coordination Tool (CIMACT) is a system that combines civil and military data sources, such as surveillance and flight plan data, into a correlated Air Situation Display to enhance situational awareness and civil-military coordination. The aim of the system is to ensure and increase safety levels, as well as enhance capacity and efficiency.

Graffica developed the current HMI for CIMACT using the GSDK and EUROCONTROL eDEP platform, customising it and extending it to meet the project requirements. The HMI connects to the existing CIMACT communications server and offers significant potential for expansion to include additional ATM tools.

Comprehensive Situational View

CIMACT combines civil and military data sources to display a comprehensive overview of the air situation while also providing basic ATC functions, such as radar tracks and flight plans with all the common tools, filters, and safety nets, as well as recording capabilities to both military and civilian sites.

The software is highly flexible, interfaces to a wide variety of data sources and runs on commercial-off-the-shelf hardware.

Supporting NATO

The NATO Cooperative Airspace Initiative was initiated in 2003 as a NATO/Russia Council project. Its primary objectives are for the reciprocal exchange of civil/military air information in adjoining NATO/Russia flight information regions to:

  • Foster air traffic management and air surveillance cooperation
  • Enhance air safety and transparency
  • Facilitate effective coordination on air terrorism threats

Deployed Operationally

CIMACT is rigorously developed and tested to comply with SWAL 3/4 standards. It is deployed operationally by civil ATC and military air forces in countries across Europe, including Germany, France, Portugal, Netherlands, Austria, Moldova, Norway, Poland and Turkey.
